Page 1 of 3 A long-simmering squabble over the Paracels and Spratlys heats up again
The disputed islands, known to the west as the Paracels and Spratlys, lie amid strategic sea lanes and lucrative fishing grounds and are believed to harbor rich oil and gas deposits. Although Brunei, Malaysia, Taiwan and the Philippines are also claimants, the major dispute is between China and Vietnam, who assert sovereignty over almost the entire island chains. Last December, after China planted new markers on the Paracels, Hanoi isued a rare public rebuke and officially sanctioned raucous street protests outside the Chinese diplomatic missions in Hanoi and Ho Chi Minh City. Beijing angrily reasserted its right to the islands and warned the Vietnamese not to go too far. Calling the islands by their Chinese names, foreign ministry spokesman Liu Jianchao said: "China has indisputable sovereignty over the Xisha and Nansha islands, and we have all the historical and legal evidence to prove it." So the maritime skirmishes and the deep-rooted animosity has continued unabated. In the latest incident, a Norwegian-registered vessel hired by Russian interests to undertake offshore oil exploration work for the Vietnamese was intercepted by Chinese naval ships and ordered to leave the area or risk being fired upon. The Norwegian boat promptly left the area, exacerbating the chagrin of Hanoi, which was still festering from a decision by the US oil giant ExxonMobil to suddenly terminate its joint oil exploration plans with PetroVietnam. ExxonMobil's decision in July, like that made by its fellow American oil company ConocoPhilips in May, was due to pressure from Beijing, which made it known that any company seeking to exploit the disputed offshore region could kiss goodbye to any plans to do business with China. To reinforce its hardening position, China reportedly dispatched five naval vessels and two submarines to the area around the Paracels earlier this year. More recently, some military sources say they believe China may deploy a JIN Class 094 nuclear submarine to the area, although others are doubtful since the seas around the islands are relatively shallow and viewed as unsuited for deep water submarine activity. Still, the effect of China's toughening stance has meant that the energy-starved Vietnamese, who desperately want to develop the offshore oil and gas deposits, have once again been left fuming. Vietnam Communist Party members expressed their anger at the situation in no uncertain terms at the hurriedly-called party plenum on Oct 2-4 in Hanoi. Just prior to the plenum, Deputy Foreign Minister Vo Dung was dispatched to Beijing as a special envoy of the Hanoi leadership to deliver a Note from Vietnam about the state of bilateral ties.
In unusually strong wording, the Note referred to several sensitive
issues, including the recent incidents in the disputed areas of the
South China Sea and the threats against the foreign oil companies hired

China invasion of Vietnam in 1979 is mainly because China felt betrayed by Vietnam in that Vietnam invaded Cambodia which Cambodia then was very close with China. One had to face the fact that Vietnam today is able to be united as a unified Vietnam by meant of no little assistance from China. She supplied almost unlimited military hardware and moral or rally international support against America invasion and intervention in this part of the world. (Read: Korean war, Vietnam aggression, bombing of Laos etc) Not only is Vietnam now a unified sovereign nation but she is now in a strong position, she may now able to achieve very high growth compare to many countries in the world

Nanjing was a great place that time tho, Japanese troops found great pleasure at that whorehouse. Before Japan, ah, there was Manchuria. And before that, oh ok, Mongolia. We Vietnamese never and will never afraid of any invaders. All we want is peace. I am a businessman and I have friends and partners around the world including China. Chinese are good friends but they all have the same problem: they know nothing about the world outside China, they think China is the center of the world and everybody has to come to China. It's time for Chinese gov' to open up Wikipedia and let the people learn about the world. The Obama gov appears to be soft on China matter as I see but hopefully it's just because of the bad timing. I don't believe there will be a war. But if it is, don't worry my friend. Vietnam is a hero land. South China was of Nam Viet occupied by Bach Viet people (Baiyue) that stretched Guang Xi, Guang Zhou and Yunnan. The Vietnamese now is the only independent descendant of Baiyue. All other Baiyue descendants (Cantonese), even tho called Yue (Viet) people and speak Yue language in China, admitted to be Han people. That proves how Vietnam is the hero land. report abuse

Frame the issue in term of Southeast Asia-China

Although I appreciate the intent of this article, I think it is time for people, including Vietnamese to start reframing the issue not in term of the China-Vietnam dispute, but that of the China-Southeast Asia dispute. China's aggression in the South China Sea affects all the Southeast Asian countries surrounding the sea. Vietnam's either has no conflict with other Southeast Asian countries or only mild conflicts that can be easily resolved through dialogue. Southeast Asian countries need to consider the stakes of the entire region in the face of China's aggression rather than only think about their own country's rights. Unless Southeast Asians, especially Vietnamese who are most vocal against China, start to reframe the conflict, neither Vietnam nor the individual parties in the conflict against China will see much improvement in the situation.

What China needs to do is put its money where its mouth is when it comes to espousing mutual collaboration and respecting the territorial integrity of other countries. China needs to stop claiming that over 3/4 of the South China Sea is its own historic sea. Since 1947, China has claimed over 3/4 of the South China Sea as its own waters. It prevents other countries and their citizens from carrying out economic activities in their own EEZs. This is simply outrageous. China has never even bothered to define the coordinates of the dotted line that it drew on the map since 1947 and today, has passed a law requiring Chinese maps to include this ambiguous line. Even China's line and stance is ambiguous, its actions are certainly not. Everytime a country seeks to develop something that China wants, China does everything to stop it from happening. It is not simply acceptable. Ordinary Chinese must see that what their government is doing is simply unjust and unfair. And if they realize that that is the case, they should not display irrational support of their government, even when it means not getting certain resources that they want.

Vietnam only borders a few countries, China, unfortunately being one of them. But China borders many countries. And I believe China is the only country in the world that has engaged in conflict with all of the countries in its borders and in every instance, has declared that it has only fought in SELF DEFENCE!

Read back the 1979 China-Vietnam war papers , the Deng Xao Ping (spelling) said, he will drink tea at Hanoi in 1 week after China starting war with Vietnam! .... lol . Unfortuanately, Deng didn't achieve his ambition drinking tea at Hanoi in 1 week, and in fact not at all in 10 years , Deng and all bunch of his generals later on had to confess that Vietnam is tougher than they might have thought, and they later on massively underwent so call "Military upgraded and reformed" cause by weakness and strategy failure for invading Vietnam .

Remember that, Vietnam was so weak in1979 after years of civil war and huge southern delta flooding . And yet, China wasn't even scatching Hanoi at all . Going war with each other gona be costly , Vietnam is a small country and not for any reason going war with China except defending itself . China ambition and greed are the cause of all East sea problems . If China forces Vietnam to the "dead end" by invading Spratly islands, Vietnam will have no choice but to ally with other Super Powers to fight back and regain back the islands, It'll get tougher for China to get oil and shipment goods through East sea and there will be other "Super power" naval base in Vietnam as well forming a water way blocking.. It's strategy failure if China do invade Spratly islands from Vietnam I think . Vietnam is still small and not that strong nowaday, but Vietnam has a massive Vietnamese living around the world, mostly living in USA, France, German, Australia and Canada . Vietnamse has tought at home being always cautions about the neighbor from the north(China), therefore Vietnamese is very and very patriotism and nationalism in nature way from young age . There are estimate around 400000 to half million Vietnamese holding an Engineer or higher degree in develop world . These Vietnamese with their skills and expertises learning , working and living abroad and together with homeland Vietnamese will help defending country a better way in the future . It's a matter of time that Vietnam will be capable of weapon independent and producing all kind of weapon defending itself in near future, I think . Let's look at the recent war between the two China and Vietnam in 1979. Please allow me to ask you this question: "Who wanted that war at first? An ordinary Chinese or an ordinary Vietnamese people?" I bet they have nothing to do with it. I guess an ordrinary Chinese people just want to have a normal, happy life and at the same token, an ordinary Vietnamese people just want to have a peaceful life after their country burned in hell of war for years. So, what went wrong then? In my opinion, it is the communist leadership of two countries failed to solve the conflicts in a better way. They were friends when they need each other. They went to war to fight each others when the conflict of interest arised. It is not the people! Blame it on the communist parties' Politburo Members first. My point is ordinary people from both countries has nothing to do with the war in the past. Do not put more korosen into the fame that ignited by the communist rulers from both sides. By the way, thanks to Roger Mitton for an interesting article. I agree with you that South China Seas problems remain between the two and need to be solved in a better way. Any more wars? Everyone know china was invaded by many countries: Mongolia, Manchu, England... and most recently is Japan. Even a small country like Japan also could occupy china. I do not want to be rough, but now I know why Japanese have a notice-board around their living place in chinese cities at World War II :" Chinese and dogs are prohibited". I could not stop laughing to hear about Zheng He in wikipedia. He was like traveller, not like a discoverer. Any new island or continent discovered by him? No. You know why? Because like any chinese, he thought that there nowhere else is new except china home. So he is nameless to other countries except china. Meanwhile, Vietnamese have had sailed and discovered Spartly and Paracel and lived there continously since 17th century. Vietnamese is a real discoverer. I advice you should wake up and learn more or become a funny story for everyone. Chinese does not creat mordern time like now. What china have now is just imitate white man, even internet you are using is created by white man, right? But unfortunate Vietnam beside China, a country is very greedy and cruel, Vietnam history was written by tears and bloods of people and heroes who defended China invader. Vietnam was slaved by China in nearly 1000 years from 207 BC to 938. But China invader never not be undisturbed to govern, they always ran into stiff resistance from Vietnam people. Economic & military giants don't want to risk a MAD war today but get their proxies to do their bidding. Right? Just look around the world. Look at the Americans' proxies burning up all over the world whilst the Americans sit comfortably back home and watch the suffering and miseries of those people fighting the wars after having paid for their weaponry. Therefore Osama decided to take the war to the Twin Towers on American soil so he says. India was armed to the teeth by the alarmist US and the USSR then to take on a rising China in the 60s. (Watch Discovery channel. Surprisingly, it's quite neutral.) What happened when India suffered massive losses on the battlefield and New Delhi was on sight of the invading Chinese forces then? Did the US or the USSR come to her rescue and send troops to die for India? The rest is history. India has indeed learnt a costly lesson of being someone else's proxy. There's really no free lunch on this planet, my friend. But India also learnt something about its Asian neighbour unlike the colonist West - that a unilateral withdraw doesn't come with any unequal treaty or concessions forced upon her. If in doubt, go read British scholar, Neville Maxwell's online book which amongst others like Henderson Brook report aren't made public in India even till today. We don't need to worry about these war-mongers who pretend to spread messages of peace but would not hesitate to stab you once they have the chance. We all know about them. The problem is that they tend to have a short memory and most importantly, ignorant of history. Our iIlustrious history has been made by our ancestors and well-learned by all Vietnamese children: When it comes to fighting China, no matter how big they are, no matter how powerful they are, no matter how much odds are against us, eventually we will win. Why? 1) It's been said that when the hooves of the horses of Genghis Khan's terrifying cavalry crossed any land, that land would be flattened, destroyed and their people made subservient to the Mongolian rulers. That happened in Central Asia, down to the Middle East, to the gateway of European mainland. It also happened to China, when the "greatest empire on earth" was subjugated, defeated, and ruled by the barbarians of the north. But when the Mongols came to Vietnam, or Dai Viet, the great Viet people taught them a big lesson, not once but three times. We were the only one in the history of the world that DECISIVELY defeated the Mongolian invaders on BOTH land and sea. What made it impossible to fathom was the fact that Vietnam at that time was a tiny kingdom wedged in the Red River Delta. To that, we are grateful and alwyas remember the great Tran dynasty, and our beloved General Tran Hung Dao. 2) When the Ming empire was in its heyday, it is said that was when Chinese civilization reached its climax. And as typical Chinese behavior, they thought they were the center of the world by demanding tributes and invading Vietnam, again. At that time, the Ming empire was the richest and most powerful in the world. They easily invaded Vietnam and immediately destroyed, raped, and stole everything they could. They tried to subjugated Vietnam's culture, burned our books, stole our women and properties, and enslaved all our men. (The Chinese are the worst of all the conquerors because of this savage behavoir.) Under the brilliant leadership of Le Loi and the unity of the people, we again defeated and kicked the Ming invaders out of the country. 3) When the Manchus ruled China like master of the universe, they thought Vietnamese were like the Hans, who were weak and could not endure hardship. So, they used false pretends to invade Vietnam again. This time, they got to meet our revered Nguyen Hue, who later became Emperor Quang Trung. With brilliant tactic (fastest troop movement by then standard) and timing, Nguyen Hue's troops caught the invaders with their pants down and easily defeated them within days. and most recently, 4) in 1979, China sent 200,000 plus of their best and brightest to "teach the Vietnamese a lesson" only to get their asses handed to them by 100,000 local militia, mostly old men and women. China's losses in that one-month misadventure was almost half of what the US lost in 10 years fighting in Vietnam. So, when they wanted to save face and called it their 'victory', we just smirked and said: "Okay, whatever!" So you see. This brief reminder of the spirit of the Viets demonstrate that we are a peaceful people who would rather live in peace. But when it was necessary for war, we would all unite and defeat the enemies at all cost, no matter how long it takes. China may be becoming rich and powerful, but relatively speaking, they are not as powerful as in the past. Their armed forces may be powerful now, but relatively speaking, they are not as powerful as the Mongols used to be. For every weapon, there will be a counter-weapon. For every offensive measure, their will be a counter measure to neutralize it. But one truth will remain, the spirit of Vietnam's people will always be free and no mighty Chinese warship, tank, ballistic missile or currency could change that. report abuse

With brilliant tactic (fastest troop movement by then standard) and timing, Nguyen Hue's troops caught the invaders with their pants down and easily defeated them within days. and most recently, 4) in 1979, China sent 200,000 plus of their best and brightest to "teach the Vietnamese a lesson" only to get their asses handed to them by 100,000 local militia, mostly old men and women. China's losses in that one-month misadventure was almost half of what the US lost in 10 years fighting in Vietnam. So, when they wanted to save face and called it their 'victory', we just smirked and said: "Okay, whatever!" So you see. This brief reminder of the spirit of the Viets demonstrate that we are a peaceful people who would rather live in peace. But when it was necessary for war, we would all unite and defeat the enemies at all cost, no matter how long it takes. China may be becoming rich and powerful, but relatively speaking, they are not as powerful as in the past. Their armed forces may be powerful now, but relatively speaking, they are not as powerful as the Mongols used to be. For every weapon, there will be a counter-weapon. For every offensive measure, their will be a counter measure to neutralize it. It is time for the Southeast Asian countries to get together and form a united stance against China's aggression. It is easy for China to take advantage of individuals countries if they deal with China one on one. But as a united bloc, Southeast Asia will become more formidable. We need to see that when united against China, we can not only regain the part of the seas that we are entitled to be international maritime law, but we will prevent China from making unlawful claims about other territories in the future.

Champa (part of modern day Vietnam) was a great sea faring nation in the region. The Malay peoples were great sea farers. Vietnam and Champa had diplomatic contacts with Java well before the time of Zheng He. How do you think they travelled to Java? In the 13th century, well before Zheng He, the Ly royal family of Vietnam was deposed, so they sailed all the way to Korea and settled there, where their descendants keep their identities to this day (the Lee Hwasan clan). The South China Sea has always been an international sea, and that is how it should always be. It has never been under Chinese sovereignty, and it should never be. Zheng He was a flash in the pan. Even if he had stopped by the Paracels and Spratlys (something not really proven), it does not give China any more ownership than countless South East Asians who had stopped by those islands long before him and long after him give their country ownership. Regarding the Paracels, Vietnam was the first country to declared sovereignty there in the 17th century (as opposed to people stopping by and using). China had no counter claim and did not dispute that until 1909. Let the International Court of Justice weigh up China claims about Zheng He against Vietnam's declaration and affirmation of sovereignty there in the 17th, 18th and 19th centuries, and the absence of any Chinese counter claim in the period. report abuse

It doesn't prove Vietnam belonged to Rome. China claims the Paracels. The Paracels were under Vietnam's government from 17th century, all the way to the 19th century. China took advantage of the French occupation of Vietnam to declare sovereignty over the Paracels in 1909. It is not Western colonialism taking land from China. It is China taking advantage if Western colonialism to take lands from other countries.

China's claim to the Spratlys, starting from after WW2, is NEW IMPERIALISM. China claims vitrually all of the South China Sea. If those states break away/gain independence, they will be without the economic/political/millitary benefit the U.S. offers. In fact, they will be worse off in every aspect for-mentioned. Until then, the chinese will claim every country bordering china as part of china. china can only take advantage of weaker countries militarily. why don't the chinese take on the Americans or Japanese? They would get their azz kicked that's why. + Historical facts don't change. I am skeptical up to what extent the years of the Vietnam primer minister Mr Dung spent as a young student in China could play any role in the Vietnamese people and elites in perceiving him as a unqualified to face China's claims in the two islands.

Furthermore, Mr Mitton fails to underline the arguments (historical, geographic and the alike) put forward by the parties to sustain their claims over the spots. Without these references, any conclusions drawn merely over the reading of this article would be baseless. report abuse

Well, history has proved that China suffered defeats by attempting to capture Vietnam for over 2000 years. Chinese behavior recently suggests that China will suffer defeat by attempting to capture Vietnam for the next 2000 years. China never changes. Same old China since thousands of years.
