China's Industrial rise was due to Western funding, in return it didn't repay its debts, stole the technology and then used that income to attack the very people that had helped bring their society out of poverty. The same people that helped bring them into the global governing bodies etc. It uses state funded industry to flood markets with below cost goods and once the competitors are destroyed it then uses its leverage to get whatever it really wanted in the 1st place. It is an insidious regime and won't stop until its got what it wants. The ruling was quite clear, the nine dash line was not legally enforceable. China ignored it and extended the territory they claim in the new maps.
